Delhi: all security operations in Mumbai over

The Times of India has quoted M L Kumawat, Special Secretary in the Union Home Ministry in Delhi, as saying that all security operations in Mumbai "are over" and "there are no more terrorists now in Mumbai". The search for critical details, like the real identities of the attackers and also their doctrine, networks and motives to re-construct a more coherent picture of what had actually transpired, has already started.

Things could get very ugly indeed if there is proof of Pakistan involvement or backing.

One of the unwritten rules of the Cold War between USSR and the US, which helped prevent it from becoming "Hot" was Do Not cause trouble on each other's soil. A lot of blood was spilt in proxy countries, but they adhered to this rule.

Like India, Pakistan is a huge country with a complex population. It is difficult for the government to know everything happening on the ground. The rise of resourceful and smart state-like non-state actor in international politics was predicted by American futurists Alwin & Heidi Toffler as early as 1980s in the THIRD WAVE.
