Promotion of English in a multilingual society
Is the effort to promote English in the English media productive ? Can anyone be an efficacious promotor of English in a multilingual society without mastering non-English tongues like Malay, Chinese or Tamil ?

My take is:
People who read English media already have certain level of proficiency in that language, so it is probably pointless to promote English in English media.
OTOH, promoting English in Malay and Chinese media is tough too, as they have their own agenda. If we read English newspaper, the income for Malay and Chinese newspaper agency will suffer.
