As the revolutions in Information and Communication Technology (ICT) as well as transportation have made the world smaller, multiculturalism is becoming increasingly important in international diplomacy as a soft power : on 9 November, US State Secretary Condoleezza Rice announced the appointment of the internationally well-known skating champion Michelle Kwan (关颖珊) as the first American Public Diplomacy Envoy.
