Gunmen of Mumbai may be "non-state actors"

American Secretary of State Dr. Condoleezza Rice has been quoted as saying that "there's no doubt" that the sixty-hour rampage in Mumbai was planned inside Pakistan but that "Pakistani territory was used by probably non-state actors". Earlier, America's President-elect Obama was reported as saying that India possesses "a right to defend itself".
