The 1989 Haadyai Peace Accords ( Part1 )

On 2 December 1989, the Government of Malaysia and the Communist Party of Malaya signed in Haadyai the written Peace Accords which consist of two portions, namely: -

(1) Agreement Between The Government Of Malaysia And The Communist Party Of Malaya To Terminate Hostilities, and (2) Administrative Arrangement Between The Government Of Malaysia And The Communist Party Of Malaya Pursuant To The Agreement To Terminate Hostilities.

The text of the Agreement Between The Government Of Malaysia And The Communist Party Of Malaya To Terminate Hostilities reads as follows:

Agreement Between The Government Of Malaysia And The Communist Party Of Malaya To Terminate Hostilities

The Government of MALAYSIA and the Communist Party of Malaya, consistent with their common objective for peace, hereby agree to the following :-

ARTICLE 1 - CESSATION OF ARMED ACTIVITIES

Upon the signing of the Agreement, the Government of Malaysia and the Communist Party of Malaya shall cease all armed activities forthwith.


ARTICLE 2 - DISBANDMENT OF ARMED UNITS, DESTRUCTION OF ARMS, AMMUNITION, EXPLOSIVES AND BOOBY-TRAPS

The Communist Party of Malaya shall disband all its armed units, destroy its arms, ammunitions, explosives and booby-traps in Malaysia and Thailand.


ARTICLE 3 - RESIDENCE IN MALAYSIA

3.1 Members of the Communist Party of Malaya and members of its disbanded armed units, who are of Malaysian origin and who wish to settle down in MALAYSIA, shall be allowed to do so in accordance with the laws of Malaysia.

3.2 Members of the Communist Party of Malaya and members of its disbanded armed units, who are not of Malaysian origin, may be allowed to settle down in MALAYSIA in accordance with the laws of MALAYSIA, if they so desire.


ARTICLE 4 - PROVISION OF ASSISTANCE BY THE MALAYSIAN AUTHORITIES

With regard to Article 3, the Malaysian authorities shall assist members of the Communist Party of Malaya and members of its disbanded armed units in order to help them to start their peaceful life afresh.


* Signing the Agreement Between The Government Of Malaysia And The Communist Party of Malaya To Terminate Hostilities for and on behalf of the Government of Malaysia were (a) Dato' Hj. Wan Sidek bin Hj. Wan Abdul Rahman as Secretary-General of the Ministry of Home Affairs, (b) General Tan Sri Hashim bin Mohd. Ali as Chief of Defence Forces, and (c) Tan Sri Mohd Haniff bin Omar as Inspector General, Royal Malaysia Police.

* Signing the Agreement Between The Government of Malaysia And The Communist Party of Malaya To Terminate Hostilities for and on behalf of the Communist Party of Malaya were (a) Ong Boon Hua @ Chin Peng as Secretary-General, (b) Abdullah C.D as Chairman and (c) Rashid Maidin as Central Committee Member.

* The signing of the Agreement Between The Government of Malaysia And The Communist Party of Malaya To Terminate Hostilities was witnessed, with signatures affixed, by four (4) representatives of the Government of the Kingdom of Thailand, namely (a) Gen Chavalit Yongchaiyudh as Deputy Director, Internal Security Operations Command, (b) Pol. Gen. Sawaeng Therasawat as Director-General, Royal Thai Police Department, (c) Anek Sithiprasasana as Permant Secretary, Ministry of Interior, and (d) Lt. Gen Yoodhana Yamphundu as Director, 4th Region of Internal Security Operations Command.
