India insists Pakistan hands over wanted men

In spite of Pakistan's official and categorical refusal, the government of India is insistent that its neighbor hand over some wanted persons implicated in the Mumbai rampage. It also disputes Pakistan's official characterisation of the gunmen and their groups as 'non-state actors'.
