The answer seems to be that when there is credit to be claimed for popular government policies or measures, it is a ruling party but when policies and/or the 'delivery system' anger the people and there is buck to be passed (down or around), it speaks and behaves like the opposition outside the government or ministerial decision-making process or mechanism.
