Hi James,
The only real difference between these two that I can see is that Dollah is a far less capable manager than Dr. M. As a result the government administration is drifting off into deeper and deeper incompetence, without control and direction from the top.
Apart from that the same repressive and discriminatory policies were there and are still in place.
Ah, Yes, Dollah has chosen to drop some of Dr. M's pet projects and pet cronies and substituted his own pet projects and pet cronies. What's the differnce ?
